Dear Milind,

namaskaar,

"Shankar mhanto tathastu"  is not part of Vishvaprarthana. Shankar means our Sub-conscious mind. We say "Shankar mhanto tathastu" at the the end of prarthana jap yadnya. It means that we-Conscious mind is saying that even  sub-conscious mind is also blessing our prarthana and saying that same will happen-your wish would be granted. It is to emphasize on our conscious mind that our prayer is surely going to be fulfilled.

It is similar to "amen" which is said at the end of prayer in many religions.
