You are absolutely right.

JV is fundamentally in the vyavastha itself ,by birth with every living creature , not only a human being.But the problem is that ,ignorance .Human being does not know how it is!

Sadguru has very beautifully explained that there are laws of Nature , which are not known to human being that is why there happens unhappyness ,sorrows ,greif etc.
for e.g. to better understand ,Nature can be compared with the electricity, which has advantages also and disadvantages also.But it depends what you prefer ,on your knowledge /apprach twds it.
If you handle it with knowledge it gives you benefits such as fan,washing machine,airconditioner and makes your life happy,but if you handle it unknowingly , it will give you a electric shock , and you may have to cost even your life.So Electricity does not creat any happiness or sorrow ,but happiness or sorrow comes to you  ,with what knowledge you have , when you handle it.
In the same way ,Nature is such a Vyavastha ,that has works automatically , on some basic laws such as action & reaction are equal & opposite,as you think so you become,where the is a effect, there is a cause , and so many other laws ,which you will come to know if you read books written by sadguru.When we don't obey or remember or know these laws and live life with ignorance , there
are 99% chances of getting adverse effects such as grief,sorrow etc.
Whenever one takes birth , these laws of nauture gets inevitable part of his /her life.But the sad thing is nobody knows it and get the sorrow,unhappiness instead of enjoying this beautiful life
favoured by God.
I hope the point is cleared .JV is fundamentally with everyone's life.But the problem is we don't understand how it works.
Instead of arguing if we practice JV in our life , we will get good experiences and even we can avoid all the unhappiness ,grief in our lives.

MK,

Again parameshwar KARAT nahi - kahihi det nahi, kahihi ghet nahi. Discord, unhappiness, etc. are not part of VYAVASTHA. Human being has a KARMASWATANTRYA and is capable of creating the disturbance in this VYAVASTHA which reacts with discord, unhappiness, etc.

Simple example would be a motor car. It does not do anything by itself. If the driver of the car is not knowing how to drive it may create all kinds of problems but if the driver knows how to drive it then it will be a big boon. Parameshwar is laws of nature + natural, automatic, self-regulatory, systematized order. Human being interacts with parameshwar through actions and invites reactions based on the laws of nature.
